Vatican City, or the Holy See.

You would think that the throng of people that keep the Pope in fancy hats and bulletproof cars would number more than 900, but you’d be wrong.  Vatican city was founded in 1929  thanks to a treaty that sectioned less than a square mile (not even half a square kilometer) so that the Pope could be guarded by guys in funny pants.  Ok, that wasn’t the real reason – but they do wear funny pants.

These guys would make terrible ninjas.
