Incitatus was Caligula's horse.

Reported to be super crazy, it is said that Caligula wanted or did make his horse his counsel – and wanted or did make his horse a Roman senator.  Did Caligula use the horse as a ruse to rile up senators or was he touched in the head?  Only the horse can know for sure.  But talking to a horse is crazy, right?

Now this horse would have made a great senator. but his election campaign couldn’t get off the ground without NRA backing. Sad, really…
