No full moon in February happens every few years – depending on your definition of few.  1999 was the last time and 2018 is the next time, depending on your time zone.  The full moon is qualified as a “full moon” when it reaches a particular phase in a particular instant, so some time zones will get their full moon on January 31 and others on February 1, so check your local listings.
